I attach for Your Lordship's

approval draft rules which I propose to make on the latter

subject. I have not inserted the Ceylon proviso that the

leave should be spent in the Colony, since in the absence

of hill-climates it is preferable that an officer should

go North to recruit his health.

With regard to the bonuses

given

to Railway employees, Your Lordship has misunderstood my

intention. I did not contemplate the grant of a bonus in

lieu of leave, but merely assumed the amount of pay which

would have accrued during a reasonable period of leave, as
